Introduction
The basis of the problem is that human societies are composed of two distinct classes who live in the same country or state but whose situations with regard to the needs of life are by far most dissimilar. While the first of these two classes leads an affluent life, the other suffers from misery, poverty and privation. The existence of this class alongside with the first created the age-old problem of poverty and attracted the attention of prophets. philosophers and thinkers at all times and places with a view to solving it. Indeed, vigorous attempts are being made in all parts of the world in the hope of arriving at a decisive and satisfactory solution of this great human problem. |

The present paper is an attempt to analyse Zakat as the irreducible minimum ingredient of the fiscal policy of an Islamic State. At the very outset it rejects the popular stipulation that fiscal management in an Islamic State is coterminous with Zakat: on the contrary, it assumes the permissibility and also occasional desirability of additional mobilisation of resources for state production of "social goods" in an Islamic Society. It attempts to incorporate Zakat in the overall framework of fiscal policy and studies it as the "leading sector" of the broader complex of revenue-expenditure pattern of public authorities. Zakat is treated here only as an "economic variable", though its religious importance cannot be minimised, and will be occasionally referred to during the course of this study. The general economic significance of Zakat happens to be directional, and normative. It defines the norms of economic activity, also of fiscal activity as a subsection thereof and determines, through its effects on economic variables, flows and magnitudes, the direction along which the economy is desired to move.

The following are the sequencial steps that The Islamic Financial Institution and its client must follow in processing a Shariah forward exchange contract. When a client of The Islamic Financial Institution wishes to utilize the Shariah forward exchange contract: Step One: The client shall inform The Islamic Financial Institution regarding the date the foreign currency is required. Step Two: The fund utilisation department shall contact ABSA Bank to negotiate a foreign exchange rate for the foreign currency required at a future fixed date. |
